is this already in water? ....my jeep is short of antifreeze in the radiator. so just do i fill this product into the radiator-tank without water? because this product is already mixed with water? is that right?

Yes this is Pre-Diluted, you do not need to add any water.

is it save to mix OAT anti freeze with my existing anti freeze in a 2008 jeep wrangler?

Jeep only recommends using OAT to preserve the engine. You should have any non-OAT drained and flushed and replaced.
